By 1641, a newspaper was printed in nearly every country in Europe as publication spread to France, Italy, and Spain.


The first was the Dutch-style corantos, a largely packed two- to four-page paper, while the second was the German-style handout, an extra expansive 8- to 24-page paper. Several publishers began publishing in the Dutch format, yet as their popularity expanded, they transformed to the larger German design. Because a lot of these very early publications were regulated by the government, they did not report on local news or events.

In November 1641, a regular paper titled The Heads of Severall Process in This Existing Parliament began concentrating on residential news (Goff, 2007). The paper sustained a conversation regarding the freedom of journalism that was later articulated in 1644 by John Milton in his renowned writing.
